The project will be implemented on a PPP basis, under Hybrid Annuity Model (HAM) and is estimated to cost Rs. 20,647 crores. The pre-application meeting for the port has drawn huge interest from the who’s who including Larsen & Toubro, Tata Projects, Royal Boskalis, Van Oord, Jan De Nul, Royal IHC, ITD Cementation, Adani Ports and Logistics, DP World, International Seaport Dredging, Hyundai Engineering and Construction and NMDC Dredging and Marine.

JNPA has floated an expression of interest (EoI) to pick a private partner for dredging, offshore reclamation and shore protection works. Depending on the response from the bidders the port authority will decide to continue as planned or any changes to the business model has to be made. The scope of work includes carrying out dredging of approach channel, harbor basin, dredging of material for filling/reclamation of total offshore area of 1,227 hectares and maintenance of the developed area on long term concession.
