Mission Samudra to drive Kerala’s maritime economy, says CM Satheesan

Chief Minister V.D. Satheesan has called for Kerala to place the sea at the centre of its next phase of economic growth, positioning Mission Samudra as a broad development strategy extending beyond ports and shipping. In a message ahead of World Maritime Day on Thursday, Satheesan said Kerala must move from discussing the potential of its coastline to translating it into jobs, investment and new economic opportunities.

Mission Samudra, announced in the 2026-27 Budget with an allocation of Rs 400 crore, is aimed at integrating Kerala’s coastline, ports and water resources with road, rail and inland waterways, industries, logistics networks and emerging economic centres.

“Mission Samudra is not merely a programme for developing ports. It is a programme for developing Kerala through the sea,” Satheesan said.

Expanding the maritime economy

Satheesan said Kerala’s maritime economy should extend beyond ships and cargo to include logistics, fisheries, tourism, shipbuilding and repair, maritime law, marine insurance, technology, renewable energy, ocean science, education and skills.

He also highlighted coastal shipping, green shipping and bunkering, maritime tourism, shipbuilding, maritime education and legal studies as areas to be developed under the Mission Samudra framework.

The Chief Minister said the initiative’s success should not be measured solely by the number of ships calling at Kerala’s ports or the volume of containers handled.

“Its real success must be measured by the opportunities reaching our people,” he said.

He said improved logistics should enable farmers and MSMEs to reach global markets, while young people should gain career opportunities across the expanding maritime value chain.

Vizhinjam at the centre of the maritime network

The renewed push follows last month’s launch of full-scale EXIM operations at Vizhinjam International Seaport, where Satheesan inaugurated cargo operations and flagged off the first two export containers bound for Europe. The containers carried food products from Nilamel and Aspinwall in neighbouring Kollam district.

The launch also marked the formal unveiling of Mission Samudra, which seeks to integrate Kerala’s two international ports, a container terminal and 18 minor ports along its nearly 600-km coastline into a unified maritime network.

Under the mission, the government plans to use Vizhinjam to expand exports of traditional Kerala products, including coir, cashew, handloom products and spices. A proposed “Kerala Brand” certification is also intended to strengthen the positioning of the state’s products in international markets.

Other initiatives under consideration include a new cruise terminal in Ernakulam, passenger ship services connecting Dubai, Goa, Kasaragod and Thiruvananthapuram, and inland river cruise projects linking Kerala’s 44 rivers and extensive backwater network.
