Russia offers credit for INSTC

Russia is prepared to provide credit financing for the International North-South Transport Corridor (INSTC), while Russian President Vladimir Putin said Iran must complete its share of the infrastructure work needed to advance the project.

Putin made the remarks during the plenary session of the Valdai International Discussion Club, where he also highlighted ongoing discussions with India on the joint use of the corridor and other emerging transport routes.

What did Putin say about financing the INSTC?

Putin said Russia is ready to provide loan financing for the INSTC and that the necessary funds have already been set aside.

However, he indicated that Iran now needs to complete the infrastructure work required on its section of the corridor. The comments place the focus on the pace of development of the Iranian segment, which is critical to establishing a continuous multimodal connection between India and Russia.

Is India expected to play a bigger role?

Putin said Russia has already conducted trial voyages involving a Chinese container ship and a South Korean vessel.

He added that Moscow is now discussing with India the possibility of jointly using the INSTC and other emerging maritime and transport routes. The discussions could support greater use of the corridor for India-Russia trade as infrastructure and operational arrangements develop.

Where does Azerbaijan fit into the INSTC?

Azerbaijan forms an important part of the western route of the INSTC, providing a connection between Iran and Russia.

Putin said Azerbaijan supports the project and considers the corridor promising. He also said transit arrangements through the country remain on track following his discussions with Azerbaijani President Ilham Aliyev.

What is the International North-South Transport Corridor?

The INSTC is a multimodal transport network linking India with Iran, Azerbaijan, Russia, Central Asia and Europe through a combination of sea, rail and road routes.

India, Iran and Russia signed the agreement establishing the corridor in 2002. The network is approximately 7,200 km long and is intended to provide an alternative trade route between South Asia, Russia and Europe.

For Indian cargo, one key route involves a maritime connection from India’s western coast to Iran, followed by onward rail and road transportation through Iran, Azerbaijan and Russia.

Why is Iran’s infrastructure important?

Iran provides a critical link between India’s maritime gateways and the Caspian and Russian transport networks.

Completion of infrastructure on the Iranian section, along with reliable rail and road connectivity, customs procedures and cross-border transit arrangements, will determine how effectively the corridor can support commercial cargo flows.

Russia’s offer of financing could support further development, while the next phase of the project will depend on infrastructure progress and coordination among the countries along the route.
