The Gujarat government has launched its shipbuilding policy aimed at transforming the state into India’s leading maritime manufacturing hub through fiscal incentives, infrastructure development and skill creation, according to an official release.

What does the Gujarat Shipbuilding and Repair Policy 2026 envision?

Chief Minister Bhupendra Patel launched the policy, which aims to set up two integrated mega shipbuilding parks, raise the state’s shipbuilding capacity to more than 50 lakh deadweight tonnage, and attract investments exceeding Rs 27,000 crore. The policy also targets skill development and capacity-building training for over five lakh people. Patel said the policy would create a globally competitive shipbuilding ecosystem in Gujarat, aligning with the vision of Viksit Gujarat 2047 and Aatmanirbhar Bharat while also linking with the center’s Shipbuilding Financial Assistance Scheme 2025 and Maritime Vision 2047.

What infrastructure will be developed under the policy?

The two integrated mega shipbuilding parks will feature modern shipyard infrastructure, marine equipment manufacturing clusters, testing facilities, logistics support, research and development centres, and skill development institutions. The policy also promotes sustainable and green shipyards, smart shipyard technologies, and startups and R&D in the sector.

What progress has been made on the Kuchhadi shipbuilding cluster?

The Centre has already approved a mega greenfield shipbuilding cluster at Kuchhadi in Porbandar district, with the Gujarat Maritime Board preparing the detailed project report to pave the way for implementation. The cluster is expected to accommodate two to three world-class shipyards along with a network of ancillary industries, attracting private investment of around Rs 23,700 crore. Common marine and land-based infrastructure worth about Rs 3,300 crore, including breakwaters, floating cranes, heavy-lift ships, dredging facilities, harbour basin development and navigation channels, will be developed with support from the Centre’s Shipbuilding Development Scheme and the state government, taking total expected investment in the project past Rs 27,000 crore.

What incentives does the policy offer investors?

The policy provides a range of fiscal and non-fiscal incentives, including capital assistance, stamp duty reimbursement, interest subvention, dredging assistance, subsidies for MSME procurement, electricity tariff support and water charge subsidies. Special incentives are available for marine equipment manufacturing clusters, with additional benefits for early-bird investors who commence development within prescribed timelines. A single-window clearance mechanism and dedicated grievance redressal system are also included to ensure time-bound approvals.

What does this mean for Gujarat’s maritime manufacturing ambitions?

The Gujarat Maritime Board has prepared detailed implementation guidelines to simplify application procedures for developers and investors, positioning Gujarat to strengthen its competitiveness as a global shipbuilding and maritime manufacturing hub while reducing project costs and accelerating execution timelines for the sector.
